Can you get permission via Content ID? Also, if artists are registered free or otherwise with Content ID, could I get a portion of ad revenue? I think you just need to create it and upload. And if YouTube will cause any strike, you will see who is the owner or more detailed info about song. The rinks have all the appropriate licenses and they use services to custom edit the music used for the skating programs. The cable channel has music use licenses as well, the director has told me that they have a couple of different types of licenses to cover the use of copyrighted music.

Obscure or not, as long as the clip is copyrighted, you still need permission. Keep in mind even obscure musicians may have a big label behind them monitoring the usage.
