A hit to one of these cards before the end phase guarantees you one less card you would have to deal with on the following turn. As for a reactive hit, if your opponent activates something like Monster Reborn or Sky Striker Ace - Kagari that target cards in the graveyard, you can hit these targets and fizzle the effects as the cards will no longer have a target.

Moving on to Skull Meister, it is a purely reactive card. Like D. Crow, it can be used during either player's turn. Its effect is to negate cards that activate in the graveyard. It doesn't remove its target from play though.
